ACDI/VOCA is currently preparing for an Agriculture and Food Systems Development Activity in Myanmar funded by USAID. The anticipated project will advance peace and reduce interethnic tensions by creating bonds of mutual self-interest and urban-rural linkages along production and market value chains with marginalized ethnic groups in conflict-affected areas. This 5-year activity is envisioned to start in 2019.

The Monitoring, Evaluation and Learning Director will be responsible for developing and managing the program’s performance monitoring and learning plans, as well as developing appropriate qualitative and quantitative measurement tools. The MEL Director is expected to supervise a M&E Team and will lead baseline, annual data collection surveys and reporting as well as lead building M&E capacity of implementing partners.

Responsibilities

  • Directs and manages overall monitoring, evaluation and learning (MEL) activities of the program
  • Ensures effective reporting, data collection, and monitoring systems are in place
  • Coordinates with program teams to develop and update the Performance Monitoring Plans and works with the donor on its implementation and updating
  • Ensures M&E quality and standards adhere to guidelines and industry standard good practices. Recommend adjustment of policies and strategies where required
  • Track and analyze project indicators and other useful statistics and prepare high-quality and timely reports using the recommended formats and communication channels
  • Conducts regular field visits to monitor community projects for compliance, efficiency in implementation, and overall satisfaction of beneficiaries and stakeholders
  • Participate in evaluations, selected research activities and baseline surveys by providing the necessary program and organizational support
  • Actively participate in the knowledge management system to capture relevant formal and informal information that will inform decisions, support project reporting requirements and foster learning within the project
  • Support and guide design of interventions to increase the flow and effectiveness (leading to behavior change) of information based on assessments allowing for ongoing shifts
  • Organize and facilitate regular staff meetings to share experiences and lessons, and brainstorm ways to apply new learning

Qualifications

  • Master’s degree in sociology, statistics, international relations or other relevant field required, master’s degree preferred. Training and certification in Monitoring & Evaluation practices highly desirable
  • Minimum of 7 years of experience including five years directly managing the M&E component of a donor funded project
  • Prior experience managing the monitoring and evaluation system for a USAID funded Feed the Future activity is desired
  • Proven experience and skills in quantitative and qualitative research methods, survey design and implementation, statistical data analysis required
  • Demonstrated abilities in data collection, statistical analysis, and reporting using computer-based statistical packages and databases
  • Familiarity with applying the Collaborating, Learning and Adapting (CLA) approach to management is desired
  • Must be politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Proven ability to interact clearly and effectively with donors and other organizations and maintain effective working relationships in a post-conflict and/or culturally sensitive contexts
  • Fluency in English is preferred.
