Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in Procurement Section, Division of Administration. The Division of Administration is committed to sustaining a service-oriented environment by ensuring that all PTS staff members receive efficient and high-quality support in the areas of budget, finance, general services, and procurement.

The Budget and Finance Section is responsible for the preparation of and reporting on the Commission’s Budget, as well as the management of the Commission’s financial resources, including preparation of annual financial statements.

Reporting Lines

Under the direct supervision of the Chief of Budget and Finance, the incumbent will carry out the following duties:

Duties and Responsibilties

  • Analyse business requirements for straight-through invoice processing in collaboration with stakeholders from other business areas within CTBTO;
  • Evaluate technical options and recommend a solution;
  • Develop business blueprint and plan the solution implementation (incl. setting up contracts with software suppliers and implementation firms);
  • Coordinate the successful implementation of the solution (incl. testing, documentation, change management, training, stakeholder alignment etc.);
  • Define a sustainable support and maintenance structure;
  • Perform other duties as assigned.

Education

Advanced university degree in information technology, accounting, finance or business administration, or a closely related field.

Work Experience

  • At least five (5) years relevant working experience in the field of project management of IT systems implementation, part of which should have been in an international environment;
  • Experience in the implementation, development, testing and migration of ERP systems;
  • At least two (2) years working experience with the FI Module of SAP, particularly in the areas of Accounts Payable, Receivable and Treasury, preferably in the context of an international organization;
  • Experience working with or implementing ERP systems (preferably SAP) in the aspects of co-ordination, operation and design of an ERP system in the context of an international organization is highly desirable;

Languages

Excellent written and oral communication skills in English are essential. Knowledge of other languages is desirable.
