Role Of The Directorate Network Management

The Network Management Directorate (NMD) shall coordinate network management functions relating to network planning and operations and to the pan-European deployment of operational and technical improvements including SESAR-related improvements. It provides support to deployment activities, the management of network operations and to related network technical systems. In addition, NMD delivers ANSP/FAB support services and ATM Training and it monitors the network management contribution to the performance targets of SES.

The EAIM service as part of EUROCONTROL ensures oversight management of the EAD and its further development to support the Network Manager, FABs, ANSPs, MIL, data users, and international stakeholders.

EAD Operations Management ensures delivery of EAD operations service according to service level specifications encompassing provision of static data, dynamic data and aeronautical publications that includes e.g. maintenance of world-wide static data and world-wide NOTAM processing, data quality/data consistency reviews for data providers, support to data providers related to data completeness, identification of missing or erroneous data and guidelines for data providers for harmonised data upload.

Job Responsibilities

The successful candidate will:

  • Perform regular monitoring and reporting on SDO/SDD completeness using the EAD SDC tool;
  • Support day-to-day EAD service/data operations and participate to OPS meetings with the EAD Service Provider and/or EAD clients;
  • Assist EAD clients (DP and DU) with SDO/SDD operational queries and in claim and incident management in the EAD Service Desk and specify operational requirements for EAD service enhancement;
  • Support data quality improvements as part of SDO/SDD data quality monitoring and data consistency reviews and EASA certification maintenance;
  • Contribute to reviews and updates of the EAD Service Operational documentation with the EAD Release baseline and in between when required;
  • Deliver requirements specifications and definition of data sets for the EAD data catalogue in compliance with EC regulations and ICAO PANS AIM and Air Operations;
  • Propose and support development of Data Harmonisation rules for SDO/SDD, User Extensions and EAD Business Rules and provide advice on SDO/SDD encoding for EAD clients;
  • Act as publication manager for EAD SDM operational guidelines – DPs (SIGMA) through CMS (Content Management System);
  • Participate and represent EAD matters for data operations, harmonisation and completeness at stakeholder meetings and workshops related to EAD service and data operations e.g. EAD SSG, AI Operations SG, RNDSG, ENVCOR;
  • Perform any other task in line with the main purpose of the job.

Required Profile

  • Completed university studies or 4 years in a relevant domain or completed university studies of 3 years in a relevant domain plus at least 1 year of relevant working experience
  • In addition to the above, a minimum of 4 years of relevant professional experience in an aviation (ATM) oriented environment
  • Professional training: have completed successfully EAD SDO training
  • Operational working experience in AISP/ANSP
  • Experience in IFR/VFR flight operations to understand complex EAIM operational data user requirements is an advantage
  • Experience in developing sound authoring of QMS practices in AIM supported by examples and data quality improvement processes
  • Demonstrated sound knowledge of AIS/AIM ICAO SARPS and the European regulatory ATM framework with a focus on data operations
  • Experience in drafting technical material, best practices, procedure and quality corrective action plans
  • Experience with DITA XML, technical authoring and content management processes in order to assume responsibilities as SIGMA Publication Manager for creating and/or reviewing EAD operational guidelines for data providers/users

  • The working languages of the Agency are English and French. For this particular post, thorough knowledge of English (written/oral) and satisfactory knowledge of French to the extent necessary for the performance of the described duties are required.

  • The selected candidate will be offered a contract of three years pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed. Before being confirmed in the post, he/she will be required to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
  • Pursuant to Rule of Application No. 2, Article 16a, the successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
