The Council of Europe Development Bank (CEB) is a multilateral development bank with a social mandate. The CEB contributes to financing the implementation of socially oriented investment projects through four sectoral lines of action, namely: strengthening social integration; managing the environment; supporting public infrastructure with a social vocation; supporting micro, small and medium-sized enterprises (MSMEs).

The Bank also plays an active role in the response to the migrant and refugee challenge in Europe.


Under the authority of the Deputy Director General of the Directorate General for Loans and Social Development (L&D), the incumbent will be in charge of developing and managing operational activities of the CEB with European Union programmes, in particular:

Project / programme development

  • representing L&D within the framework of working groups bringing together representatives of the Commission and/or other IFIs concerning the preparation of new facilities / funds or the management and monitoring of existing facilities
  • elaborating the CEB’s operational responses to the above-mentioned facilities, in liaison with the CEB’s different Departments/Directorates
  • Identifying new approaches and opportunities for co-financing operations (lending and blending / non-lending) with the European Union in CEB’s fields of action

Project / programme appraisal

  • coordinating with the Bank’s other Departments within the framework of project preparation
  • contributing to elaboration of social, financial, technical and environmental analysis in the framework of conceiving and shaping new projects
  • elaborating and piloting project documents through the Bank’s and potentially external committees to their approval
  • coordinating with the relevant EU, other international, regional and local authorities and actors in the preparation of projects

Project / programme management

  • negotiating contracts and contributing to the drafting of the legal documentation, including the management of disbursements
  • coordinating with the relevant EU, other international, regional and local authorities and actors in the implementation of projects
  • identifying and managing TA and other project related support, including complex consultancy assignments (ToR development, selection, contracting, management, monitoring) for successful project implementation


  • assisting in the preparation and elaboration of reflection memorandums or reports concerning operations with the EU
  • during the course of his / her career the incumbent might be called to manage staff
  • the incumbent will collaborate in any other tasks and duties within the framework of the General Directorate’s activity


Studies: High level university degree in economics, development finance or equivalent

Professional skills:

  • Proven professional experience acquired in a financial institution, international development organisation or consulting firm in the field of project / programme development, implementation and management
  • Good knowledge of EU programming, EU finance instruments and procedures
  • Experience in structuring various sources and instruments of development finance, especially in combination with grants
  • Strong conceptual and acquisition skills in development project / programme environment
  • Project development and management skills;
  • Experience in conceiving and managing TA and consultancy missions
  • Good command of technical writing and familiarity with the development banking environment
  • Good analytical and summary skills, confirmed interpersonal skills and, in particular, the ability to communicate clearly and concisely both orally and in writing

Personal skills:

  • Rigour, capacity for analysis and synthesis, ease in the elaboration of documents, dedication
  • Strong teamwork and communication skills in various and complex cultural environments
  • Team player, with ability to share knowledge and communicate effectively and persuasively, both within project teams and with clients
  • Ability to work independently, take initiatives and manage a variety of activities concurrently
  • Results focussed, with clear respect of deadlines and ability to work and deliver under stress

Language skills: Perfect command of English and good oral and written command of French language. Knowledge of other languages would be an asset.

Nationality: Citizen of one of the Bank’s member states


1) Contract: the CEB offers a 4-year appointment (including one-year probationary period) with, under certain conditions, the possibility of renewal.

2) Grade and salary:

  • group II (A3/A4)
  • the basic salary is contingent upon the grade and step determined at the end of the recruitment process.

3) Benefits (determined by the candidate’s personal situation):

  • one additional monthly dependent child supplement to a single-parent family
  • supplement for disabled and dependent parent subject to certain conditions
  • supplements for disabled or severely disabled child subject to certain conditions

  • installation allowance and reimbursement of travel and removal expenses subject to certain conditions

4) Taxation: the items included in Points 2) and 3) are not liable for income tax.
