Adviser on Gender Equality

Tasks and Responsibilities:

Under the overall supervision of the Senior Adviser on Gender Issues and the direct supervision of the Senior Co-ordination Adviser and in compliance with the 2004 OSCE Action Plan for the Promotion of Gender Equality (MC.DEC/14/04), MC.DEC/14/05 on Women in Conflict Prevention, Crisis Management and Post-Conflict Rehabilitation, MC.DEC/15/05, 7/14 and 4/18 on Preventing and Combating Violence against Women and MC.DEC/07/09 on Women’s Participation in Political and Public Life, the incumbent will perform the following functions:

  1. Providing knowledge and expertise to field operations, institutions and Secretariat departments on the development of a consistent and systematic approach to integrating a gender perspective in their programmes and projects especially in the area of OSCE human dimension of security and cross-dimensional issues; raising awareness for gender mainstreaming and promoting the utilization of available instruments and tools for gender mainstreaming;
  2. Providing technical expertise and inputs on priority issues of gender mainstreaming to OSCE executive structures, including to senior management;
  3. Assisting field operations, institutions and Secretariat departments in designing projects and implementing gender equality projects; supporting their activities in the framework of OSCE commitments in the area of gender equality and the priority areas of the 2004 OSCE Action Plan for the Promotion of Gender Equality; designing and implementing  projects and initiatives for the Gender Issues Programme;
  4. Contributing to the development of training material for staff members and stakeholders in participating States and contributing to capacity development in OSCE on mainstreaming gender in cross-dimensional issues and in the human dimension;
  5. Performing other relevant duty assignments as requested.

Necessary Qualifications:

  • First-level university degree in gender studies, women’s studies, social sciences, political sciences, law studies, human rights, international relations or relevant related field;
  • A minimum of six years of professional experience in gender issues, human rights in relation to gender equality, combating violence against women and women’s empowerment;
  • Solid experience in programme management in bi- or multilateral development or other organizations, including field operations;
  • Experience applying international texts and conventions related to gender equality and concepts of technical co-operation;
  • Experience supporting human rights commitments and international practice on women’s empowerment, required;
  • Experience applying knowledge of methodology of gender analysis, gender audits and gender mainstreaming;
  • Experience applying conceptual and strategic skills to analyse and evaluate critical matters pertaining to a broad spectrum of gender related issues;
  • Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.
