Gender and Anti-Trafficking Officer

Tasks and Responsibilities

Under the direct supervision of the Head of the Human Dimension Department, the Gender and Anti-Trafficking Officer will be tasked with the following duties:

  1. Gathering and analysing information on the status of gender equality and anti-trafficking issues throughout the country, with a focus on women’s rights, women’s political participation, gender-based violence and trafficking in human beings, providing recommendations on the direction of the Office’s programmatic efforts on these issues;
  2. Establishing, maintaining and promoting effective working relationships with state officials (at the national and local level), diplomatic corps and international organizations, civil society and political parties as well as with all departments throughout the Mission and relevant OSCE structures (including OSCE Secretariat, ODIHR);
  3. Initiating, planning, organizing and implementing anti-trafficking and gender equality related projects;
  4. Contributing to the preparation of annual planning and budgeting documents (Programme Outline, Unified Budget, Programme Budget Performance Report);
  5. Managing the day-to-day operations of the Gender and Anti-Trafficking Unit, including the development, implementation, controlling and evaluation of projects on gender equality, anti-trafficking and women’s political participation;
  6. Co-ordinating and reporting on the implementation of the OSCE Gender Action Plan and OSCE Action Plan to Combat Trafficking in Human Beings;
  7. Assisting in arranging OSCE regional events, seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  8. Working closely with other POiD departments to ensure that gender issues are streamlined into the Office’s projects;
  9. Advising and providing inputs on substantial reports and other publications related to gender and anti-trafficking;
  10. Acting as Deputy Gender Focal Point for the Mission, advising on mainstreaming gender issues in programming mission-wide, including supporting the Deputy Head in the development, implementation and evaluation of the Office’s gender Strategy;
  11. Preparing regular and periodic activity reports;
  12. Co-ordinating activities with international organizations and NGOs on gender and anti-trafficking issues and proactively seeks new partners for the OSCE’s work on gender and anti-trafficking issues in Tajikistan;
  13. Supervising four national staff members;
  14. Performing other related duties as required.

General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • First-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience;
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), social affairs or policy development;
  • Experience in project management;
  • Demonstrable organizational, communication, analytical and interpersonal skills.

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


  • First-level university degree in a relevant field;
  • Degree in gender related field would be a distinguished advantage.


  • Minimum 6 years of relevant professional experience.
