HR Policy and Employee Relations Officer

Tasks and Responsibilities
Under the direct supervision of the Chief, HR Policy and Employee Relations, and with a focus on supporting the OSCE Special Monitoring Mission in Ukraine (SMM) field operation, the incumbent performs the following functions:

  1. Initiating research for preparation of policy papers, analyses precedents and practice throughout the OSCE, and other International Organisations, in order to propose changes to the HR related CRMS and for consideration by HR Management, taking due account of gender equality and other institutional values;
  2. Supporting the supervisor in providing advice to the Secretariat, Institutions and Missions, on the interpretation and implementation of Staff Regulations and Rules; providing advice and research on requests for exceptions to the Common Regulatory Management System covering human resources, including providing recommendations to HR management on the creation of precedents under delegated authority, and proposing actions to be taken with regard to highly sensitive cases;
  3. Drafting explanatory circulars on the implementation of Staff Regulations and Rules to ensure a clear understanding by staff and management and their correct and consistent application; preparing draft circulars to establish or clarify the procedures related to administration of staff entitlements and benefits;
  4. Acting as the focal point to the SMM on matters relating to policy and employee relation actions; participating in the resolution of complaints and preparation of defence of appeals against administrative decisions emanating from the SMM;
  5. Performing other related duties as required.

Necessary Qualifications
  • First-level university degree in  human resources, public or business administration, law, social sciences or other related field;
  • A minimum of four years of progressively responsible professional experience in modern HR management;
  • Experience applying Human Resources Management principles;
  • Experience administering benefits and entitlements, staff/management relations;
  • Public administration experience, preferably in an international organization;
  • Computer literate with practical experience with Microsoft applications;
  • Professional fluency in English, both written and oral; knowledge of other OSCE official languages is an asset;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, whilst remaining impartial and objective;
  • Ability to operate Windows applications including word processing, internet and other software applications.
