Tasks and Responsibilities:

Under the direct supervision of the Head of Public Safety and Community Outreach Department (PSCOD), the incumbent is responsible for management, co-ordination, and monitoring of the implementation of the projects activities under the Extra Budgetary (EXB) Project: “Assisting the National Authorities of the Republic of North Macedonia to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)”.

More specifically, the incumbent will be responsible for the following tasks:

  1. Monitoring the implementation of the security upgrades with involved consultants, designated representatives of the MoIA and OSCE Secretariat, and monitoring the implementation of all project activities, keeping track of the progress and reporting regularly;
  2. Coordinating regularly with the Mission and the beneficiaries in order to timely flag possible obstacles or issues and jointly discuss possible solutions;
  3. Reporting regularly upon completion of each task to the Mission’s SALW Focal Point and the Head of PSCOD, collecting, analysing and sharing project related information on regular basis, including on-going implementation data, project output and outcome indicators, and verifications measures; as well as reporting to the donors;
  4. Maintaining contacts with interested stakeholders, discussing issues of common interest or concerns, and informing about on-going or future activities. Keeping the OSCE Mission to Skopje, the OSCE pS and the donors updated on the results, by presenting the achievements and challenges at the OSCE Forum for Security Co-operation (FSC) plenary and informal groups of friends meetings;
  5. Organizing Working Groups (WGs) meeting, (securing venue, drafting the agenda, sending invitations, chairing the meetings, approving the  minutes of the meetings, and following-up on the agreed conclusions of the WGs); assessment visits related to the project, training course for trainers (ToT), as well as organizing project launching and closing events, and awareness raising of project activities;
  6. Developing specific Terms of Reference (ToR) for the selection of the service providers, detailing the exact expectations and construction works provisions in consultation with consultants and with the assistance of the other national SALW ExB project staff;
  7. Recruiting and providing guidance to consultants and experts, and interpreters for translation purposes;
  8. Conducting training courses on detection of SALW, related to arms and ammunition, assisted by national and international consultants;
  9. Liaising between the Mission and OSCE Secretariat Conflict Prevention Centre/FSC; and between the Mission and MoIA management;
  10. Supervising the work of two national SALW ExB project staff;
  11. Performing other duties as required.

Necessary Qualifications:

  • Citizenship of an OSCE participating State, excluding citizenship of or permanent residence of the Republic of North Macedonia;
  • First-level university degree in project management, business administration, training of adults, or law;
  • A minimum of six (6) years of professional work experience as a police or law enforcement officer including supervisory experience, and in project coordination, management particularly in police/security related projects preferably in an international set up;
  • Professional experience as a teacher, trainer;
  • Experience in handling larger projects at the international level;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and oral communication skills in English;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Holding a valid driving license.
