Tasks and Responsibilities

The selected candidate will be one of two Senior Monitoring Officers (one based in Skopje and one based in Tetovo) under the direction of the Chief of Monitoring Unit and will perform the following tasks:

  • Leading the Skopje-based Monitoring team; ensuring coordination with the Monitoring team based in Tetovo; and contributing to the development of the Monitoring Units policies and practices;
  • Ensuring that the Skopje-based Monitoring team operates in line with standard operating procedures and instructions;
  • Providing internal training and mentoring to members of the Unit;
  • Monitoring, assessing and analysing the political, inter-ethnic and security situation in the Area of Responsibility (AoR);
  • Co-ordinating with other departments in the Mission, keeping them informed of monitoring activities within the AoR;
  • In rotation with the Senior Monitoring Officer from the Tetovo team, standing in for the Chief of the Monitoring Unit in his/her absence;
  • Supervising the work of 4 international and 4 national staff;
  • Performing other duties as required.

General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity’s mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level degree in a relevant field.

Experience:

Minimum 6 years of relevant professional experience.

Mandatory:

  • Demonstrated leadership of diverse teams and willingness to work as a member of a team with people of different backgrounds;
  • Ability to quickly establish contact and constructive relations with local population and officials;
  • Good analytical and organisational skills;
  • Sound management, organizational, analytical and negotiation skills;
  • Cultural sensitivity and judgement;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Knowledge of the history and recent political developments in the mission area;
  • Ability to operate computer windows applications, including word processing and e-mail;
  • Professional fluency in the English language.

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the mission area;
  • Experience in off-road driving.
