1. Job Summary

Training needs analyst, within the Analysis and Research team of the Training Unit, under direct supervision of the Head of Training Unit will carry out training needs analyses and assessments, stemming from the CEPOL regulation, contributing to the development of CEPOL training portfolio. The Training needs analyst will develop, implement and report on Strategic Training Needs Assessment and Training Needs Analyses to strengthen responsiveness to existing and emerging training needs.

2. Key Accountabilities

  • Contribute to CEPOLs programing, planning and reporting cycle;
  • Support the Agency in policy, planning and strategic matters in law enforcement;
  • Develop and maintain training needs analyses and assessment methodologies;
  • Conduct and implement training needs analyses and assessments;
  • Drive the development of analytical methods and techniques used at CEPOL;
  • Conduct analytical tasks including data mining, collation, analysis, interpretation and reporting, implement data visualisation;
  • Produce strategic report and policy documents, prepare relevant speaking points and presentations;
  • Organise and participate in meetings and events, moderate workshops;
  • Coordinate CEPOL activities and planning with Justice and Home Affairs agencies and other stakeholders;
  • Enhances CEPOL’s ability to exploit training needs assessment and analysis products in programming law enforcement training;
  • Monitor and keep record of EU policy developments in the area of law enforcement training
  • Implement other tasks assigned by Line manager.

3. Eligibility Criteria

To be considered eligible, candidates must satisfy all the eligibility criteria listed below, by the deadline for submitting applications:

  • The candidates must be employed by a National Police College, education and/or research institute and other public administrations working in fields related to CEPOL activities;
  • The candidates must have worked for their employer on a permanent or contract basis for at least 12 months before their secondment and shall remain in the service of that employer throughout the period of secondment. Recently retired (retirement date no more than 18 months before the foreseen starting date of employment) staff of the public bodies mentioned above can be considered;
  • Before the application, the candidates should receive the formal approval/authorisation of their potential secondment from the National Authority in which they are employed.

Project Officer II Call for reserve list (CEPOL/2019/CA/05)

Under the day to day supervision of project coordinators or assigned Senior Project Officer and the overall responsibility of the Head of Project Management Unit, the Project Officers shall, in close cooperation with other relevant colleagues assigned to the project team, be tasked to provide administrative, financial and operational support throughout all steps of the project cycle. This includes inception phase, implementation, monitoring, reporting and evaluation of activities undertaken by CEPOL in the context of its actions in support of building the capacity of law enforcement services in third countries. This shall also encompass tasks related to operational initiation of procurement, purchase orders, and other activities with financial implications.

  • Assist Senior Project Officer throughout project implementation;
  • Support the organisation, logistics and administration of training sessions and project meetings, including meetings of the Steering Committee;
  • Assist in tasks related to training needs assessments, in particular liaison with stakeholders, collection of data via surveys and/or interviews, presentation of data via Excel and/or other tools;
  • Facilitate staff exchanges, in particular the matching process and the relations with exchangees and the service provider as to logistics and travel issues;
  • Contribute to drafting inception, progress and final reports, and provide input necessary for Monitoring and Evaluation;
  • Update and monitor work plans, budgets and expenditures;
  • Contribute to drafting ToRs for short term experts, disseminate them, and provide input to the recruitment and hiring process as needed;
  • Support liaison with project partners and stakeholders;
  • Support project outreach, communication, PR and project visibility;
  • Ensure compliance of project expenditure with the EU financial regulations whilst ensuring expenditure items for project purposes are easily identified and traceable;
  • Keep track and consolidate project evaluation tools and reports;
  • Contribute to the identification and dissemination of best practices and the exchange of experiences;
  • Willingness to travel (by plane) frequently abroad to fulfil missions;

In addition, in order to be eligible the candidate must:

  • Be a national of a Member State of the Union;
  • Be entitled to his or her full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post; and
  • Have a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union.

A level of post-secondary education attested by diploma

a level of secondary education attested by diploma giving access to post-secondary education and appropiate professional experience of at least 3 years gained after obtaining the diploma.

In addition to the above at least 3 years of relevant and proven professional experience gained after obtaining the diploma (6 years in total – in case of secondary education).

Senior Project Officer II Call for reserve list (CEPOL/2019/CA/04)

Senior Project Officers shall, under the overall responsibility of the Head of Project Management Unit of CEPOL and in cooperation with relevant CEPOL staff members, support, develop, implement and coordinate training activities for relevant law enforcement audiences as defined in art 2 (1) of Regulation (EU) 2015/2219 (the CEPOL Regulation) in the framework of CEPOL’s international cooperation portfolio with countries and jurisdictions outside of the European Union. Towards that end, they shall be engaged across all steps of the project management cycle (including inception, implementation, monitoring, reporting and evaluation) and implement capacity building activities with selected countries in the geographical areas concerned. This may include the supervision of assigned project resources.

  • Support, develop, implement and coordinate training activities for relevant law enforcement audiences as defined in art 2 (1) of Regulation (EU) 2015/2219 (the CEPOL Regulation);
  • Coordinate and ensure the supervision of the work of assigned staff;
  • Be responsible for all the stages of EU project cycle management, including drafting and monitoring work plans, procurement procedures and budgets in line with financial regulations and administrative instruments, as well as reporting tasks;
  • Ensure adequate outreach, communication, PR and project visibility, as well as coordination with other donor-funded initiatives;
  • Monitor relevant EU policies in the area of justice and home affairs and its external aspects, with a view to translate them into viable training initiatives;
  • Willingness to travel (by plane) frequently abroad to fulfil missions;

In addition, in order to be eligible the candidate must:

  • Be a national of a Member State of the Union;
  • Be entitled to his or her full rights as a citizen;
