Background

UN Women grounded in the vision of equality enshrined in the Charter of the United Nations works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all of its efforts, UN Women leads and coordinates United Nations systems efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Over the past years, and in response to the need for increased accountability for implementation of gender equality commitments policies and financing decisions related to aid and domestic resources, UN Women played an active role with all its partners, to ensure that gender equality is mainstreamed in strategies, programmes and action plans. Moreover, UN Women is leading the global efforts related to women, peace and security (WPS) agenda.

One of the key areas of work for UN Women country office for Jordan is supporting Jordanian National Commission for Women (JNCW) and other government stakeholders in the implementation of the Jordanian National Action Plan on UNSCR 1325 (JONAP) for 2018-2021, which was endorsed by the prime minister and the cabinet in December 2017. The JONAP is based around four strategic goals, aiming to increase; (1) gender responsiveness and meaningful participation and leadership of women in the security sector and in peace operations, (2) participation of women in Prevention of Violent Extremism and in peacemaking, (3) gender sensitive services to refugee and Jordanian women, and (4) recognition of the benefits of gender equality and the role of women in Peace and Security.

JONAP’s focus on women’s role in PVE as a strategic Goal 2 is a novel element that is in line with UNSCR 2242, and which had not been integrated in any other countries’ national plans at the time of its approval.[1]

Women and girls are disproportionately affected by violent extremism. They are often the first victims of violent extremist groups, experiencing violations of their human rights, including prohibiting women’s access to education, health care, public life and limiting decision making. UN-led investigations have uncovered a wide range of sexual and gender-based crimes including rape, forced marriage, abductions and sexual slavery, highlighting the use of gender-based crimes as part of the strategic objectives of violent extremist groups[2]. It is also the case that, at times, women are being brought into violently radical groups against their wills.[3]

To date there has been no comprehensive research study on the gender dimensions of the prevention of violent extremism in Jordan. UN Women and the Jordanian National Commission on Women commissioned a qualitative study in 2016 that identified a number of trends, however was based on a small sample making it difficult to draw generalizations. Regardless, respondents in this study did highlight that women are at risk of the effects of radicalization, in particular in terms of exacerbating existing limitations on their freedom and access to rights, including a heightened sense of responsibility (and blame) for their children’s actions. Another important knowledge product developed by UN Women in 2018 was An Analysis of ISIL’s Gender Messaging[4]. The Analysis has collected the gender narratives used by ISIL from ISIL’s magazines in Arabic, English and French, and showed how ISIL strategically crafted its messages to women in different ways to persuade them to travel to its territory and to adhere to its moral code and governance model, which includes women’s strict obedience to their husbands. The report reveals that the group used women, their voices and experiences as tools to promote the group’s rigid social order and the subjugation of women.

These findings illustrate the need to research further the drivers and impact of violent extremism in Jordan and identify the gender-sensitive approaches working with individuals and communities towards preventing violent extremism.

UN Women will continue strengthening the capacity and providing technical assistance to the national stakeholders to implement the Jordanian National Action Plan on UNSCR 1325 (JONAP) and especially its Goal 2 on PVE and outcome -2.1 Women (including young women), CSOs and national institutions are able to contribute to efforts to prevent violent extremism (PVE), through responsive and gender-sensitive approaches.

With the aim to provide expert support in preventing violent extremism and integrating a Gender Perspective into research, policy and practice recommendations UN Women is seeking to hire a National Consultant with extended knowledge and practical experience in preventing violent extremism and women’s issues. The Consultant will work in close cooperation with the UN Women team, JNCW, JONAP national stakeholders and UN agencies.

Objectives of the Assignment

The consultant is expected to work from home for a period of at least 10 days per month and with trips to field as relevant and as per agreed work plan (at least 10 field trips in Jordan). The national consultant on PVE and women’s issues will work under the management and guidance of UN Women Programme Management Specialist and will report directly to her/him.

The consultant will conduct a mapping of programming strategies at global, regional and national level to identify the existing strategies within the field of PVE and gender; develop a research proposal on gendered drivers and dynamics of violent extremism and its specific impact on women and girls; organize consultations with national stakeholders and women’s civil society organizations to identify the entry points for developing the evidence-based advocacy campaign disseminating key gender and PVE messaging, design the capacity building plan on gender and PVE targeting the JONAP partners and provide information sessions. He/she will work closely with JNCW, JONAP national stakeholders and UN Women implementing partners-Civil Society Organizations.

Duties and Responsibilities

  1. Develop and submit the work plan and proposed methodology for this assignment.
  2. Write the mapping report on existing strategies within the field of PVE and gender on global, regional and national levels. Include in the mapping report the findings and lessons learned from the implementation of initiatives on PVE and women’s issues in Jordan. The mapping should include conducting desk review, key informant interviews and focus group discussions with relevant stakeholders.
  3. Conduct consultations with national institutions, academia, religious leaders (Muslim and Christian, male and female), community leaders, youth and women’s groups to discuss the role of women in PVE, in dialogue and in social cohesion, and gender dimension of PVE. The inputs will be used for formulating the research proposal.
  4. Proactively gather information from relevant partners on PVE and women’s issues and use relevant data and analysis in his/her work;
  5. Develop a new research proposal based on the previous consultations on gendered drivers and dynamics of violent extremism and its specific impact on women and girls and the role women can play towards prevention of violent extremism.
  6. Write and submit the terms of reference for proposed research including scope of research and research question and methodology of this study, sample size, methods for data collection and analysis.
  7. Organize consultations with national stakeholders and women’s civil society organizations to identify the entry points for developing the evidence-based advocacy campaign disseminating key gender and PVE messaging.
  8. Based on the consultation’s draft recommendations for JNCW and UN Women partner organizations in charge of implementing JONAP Communications and Advocacy strategy.
  9. Design the capacity building plan on gender and PVE targeting the JONAP national stakeholders who are responsible for the implementation of JONAP Goal 2.
  10. Strengthen the capacity of JONAP national partners on PVE and women’s issues through series of seminars and information sessions.
  11. Draft policy briefs, inputs to speeches, talking points, and other documents as required;
  12. Draft monthly progress reports and final report at the of the assignment.

Deliverables:

  • Monthly time-sheets and brief progress reports about implemented activities and achieved results with supporting documents (desk review, other materials) submitted (by 5th of each month, up to 95 working days)- by 1 May 2020.
  • Final report about the progress and achievements, lessons learnt, and recommendations submitted (up to 5 working days)- by 25 May 2020.

All monthly reports and final report should be submitted in English language (the supporting documents, such as meeting agendas etc. can be submitted in Arabic language).

The Consultant is expected to work from home and conduct at least 10 in-country trips for consultations to preliminary defined locations. He/she may access the UN Women office in Amman for printing of relevant documents.

The Consultant will be provided with UN Women’s programme related necessary materials and strategic guidance by UN Women during the implementation of the assignment.

Required Skills and Experience

Education:

Master’s degree or equivalent in social sciences, International Relations, or a related field is required

Experience :

  • Minimum 5 years of relevant experience at a national or international level in research and policy on political science, human rights, or gender
  • Experience in the field of radicalization and violent extremism, human rights, gender
  • Proven track record in research and policy and programme recommendations

Language requirements:

Fluency in written and spoken English and Arabic is required

International Consultant – Quality Assessment of UN Women’s Narrative Donor Reports

Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) was established by General Assembly Resolution 64/289 of 2 July 2010 on system-wide coherence with the mandate to assist Member States and the United Nations system to progress more effectively and efficiently toward the goal of achieving gender equality and the empowerment of women. The 2018-2021 Strategic Plan, sets out the organization’s vision, mission and priorities in supporting Member States and the United Nations system.

To ensure the implementation of its new 2018- 2021 Strategic Plan UN Women has committed to strengthening its capacity in donor reporting and building a culture of effective and efficient programme management. The UN Women Strategic Plan commits the organization to institutionalizing a strong culture of results-based management, reporting, knowledge management and evaluation, under the auspices of the United Nations Development Group programming principles of results-based management.

For all cost-sharing agreements, timely submission of quality donor reports is one of the main accountabilities UN Women has with respect to maintaining good relations with its donors based on transparency and efficiency. Donor confidence in UN Women’s ability to implement and report on projects not only affects future funding but is crucial in maintaining good relations with donors and building an internal knowledge base on UN Women project performance and best practices.

In 2016, UN Women decentralized the function of quality assurance of donor reports from Headquarters to the field offices. Since then, UN Women country representatives have primary accountability for quality and timely reporting to donors. In accordance to the organization’s guidance on donor reporting, donor reports must comply with several requirements including timely submission, results-based reporting, use of data and evidence, analysis of challenges and lessons-learned; clarity of language and financial reporting where required. Following the decentralization, the assessment of the quality of donor reports produced by the country offices has been largely reliant on feedback from donors, however the feedback has not been consistent enough to inform on best practices and capacity needs of the field offices to produce timely and quality donor reports. Hence the need for an overall quality assessment of UN Women donor reports to guide capacity building efforts on results reporting and identification of best practices on donor reporting.

Duties and Responsibilities

The consultant will undertake the quality analysis for an agreed to sample of donor reports from 2018 covering HQ and all regions (Asia Pacific, Latin America and the Caribbean, Eastern and Southern Africa, Western and Central Africa; Eastern and Central Asia and Arab States). Guided by existing UN Women donor reporting quality metrics and guidance and corporate RBM standards the consultant will:

  • Propose a methodology of how to select a representative sample of 2018 donor reports per region and tier.
  • Propose a methodology to assess the quality of donor reports produced in 2018 based on UN Women corporate requirements for the donor reporting: using RBM approach/languages; data and evidence based; reporting against SMART indicators to assess progress against expected results and resources; coherence between the narrative and financial report, appropriate use of photos and graphics, quotes, and/or personal stories etc.
  • Review the selected sample of donor reports produced by tier in 2018
  • Present the data from the review in a predetermined format that will enable its presentation in an online format (UN Women SharePoint platform);
  • Based on findings and recommendations from the assessment work with the Donor Reporting Focal Points in HQ and regional offices to develop a training module on Donor reporting

Required Skills and Experience

Education:

  • Advanced University Degree in social development, economics, business, philosophy, gender and development or other related fields.

Experience:

  • Minimum 7 years professional experience in development work in monitoring, reporting or knowledge management is required.
  • Experience in RBM is required, e.g., results-based reporting and evaluation; strengthening RBM capacity in a decentralized organization.
  • Previous work experience with UN, including UN Women, or other development agencies an asset.
  • Fluency in English and either French/Spanish.
