Duties and Responsibilities

  1. Plan, supervise and ensure proper implementation of the activities of the Monitoring Facilities Support Section, which provides support for the operation of the facilities of the International Monitoring System (IMS) and the multipurpose Technology Support and Training Centre;
  2. Manage the integrated logistics support programme which provides cost-effective life cycle management of the IMS facilities;
  3. Enhance and manage the sustainment of IMS facilities;
  4. Formulate the Section’s work programme and related budget, review and analyze the programme to assess its quality and effectiveness of implementation, and propose changes to increase the effectiveness and assure quality;
  5. Oversee the development and implementation of integrated support policies, processes, metrics and reports;
  6. Oversee contractual arrangements and tender services related to support services for the IMS facilities and equipment;
  7. Interact with other Divisions of the PTS to ensure that support needs are properly addressed and that enhancements to the system continue to meet requirements;
  8. Provide authoritative advice to the senior management;
  9. Prepare and present documentation and reports to the governing and subsidiary bodies of the Commission;
  10. Lead and provide overall strategic direction to the Section; proactively manage and direct human resources of the Section; coach, mentor and supervise staff; foster and build an environment of trust to support high-performance and results; participate in the recruitment of staff and in the development of staff training programmes;
  11. Perform other duties as assigned.

Education

  • Advanced university degree in engineering, supply chain management or logistics or a related field. Degrees encompassing geophysical or nuclear content will be considered an advantage.

Work Experience and Qualifications

  • At least ten (10) years relevant progressively responsible working experience in the field of engineering or logistics, including project management, managing of facilities, and managing various technical staff, part of which should have been in an international environment;
  • Strong leadership skills and demonstrated performance at a managerial/supervisory level is essential;
  • Experience managing operational support services in an environment requiring an agile response would be an advantage;
  • Demonstrated ability handling issues with political sensitivity, engaging liaisons with tact and excellent judgement, and possessing strong analytical and negotiation skills is essential;
  • Proven experience managing teams in a complex and dynamic environment that requires multitasking among multiple concurrent projects while also handling interrupts;
  • Strong ability to communicate effectively in a multicultural environment is essential;
  • Track record of building productive partnerships internally and externally is essential.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
