The Task Force on ETIAS and Interoperability (ETIAS) pursues the objective of setting up an operational European Travel Information and Authorisation System (ETIAS) Central Unit. The goal will be accomplished in close cooperation and partnership with two other EU Agencies (namely, EU-LISA – responsible for the development of the IT platform, and Europol – in particular with regards to the Watch List), Member States, carriers and travellers. A task force is not intended to constitute a permanent structure, however it may form the embryo of a future entity which must ensure a permanent service.
The main tasks of the ETIAS task force are related to the management of the programme for information systems for borders. It is divided into two main sub-programmes:
a) the ETIAS sub-programme, including at this stage one large project aimed at the set-up in Frontex of the ETIAS Central Unit (ECU) and related functions. This program will be the first one to be implemented and will serve as the basis for the following Interoperability one below;
b) the Interoperability sub-programme includes three projects:
i) providing effective access by Frontex and its deployed border and coast guard Team Members to the Information Systems for Border and Security such as SIS II, Eurodac and other additional systems that may follow;
ii) making available statistical data from these information systems to Frontex for the purpose of implementing risk analysis and other tasks within its mandate;
iii) supporting a more effective identification of Third Country Nationals by the national competent authorities with through the use of a Multiple Identity Detector.
Duties and Responsibilities Linked to the Post
Reporting to the Head of the Task Force “ETIAS and Interoperability”, the main duties related to this position are:
- Review the draft implementing and delegated acts proposed by the Commission and the specifications of the ETIAS Central System delivered by eu-LISA, and provide recommendations on their applicability, correctness and completeness in line with the ETIAS Central Unit tasks as described in the ETIAS regulation and where relevant, to propose amendments to them. Represent the Task Force in meeting with other stakeholders (European Commission, eu–LISA, Europol, Member States) in meetings related to his area of expertise or support the Head of Task Force, the compliance officer or other members of the taskforce in such meetings.
- Develop from the perspective of the European Border and Coast Guard Agency (Frontex) the functional specifications and testing specifications for the ETIAS Central Unit and all other functionalities required by the ETIAS regulation to fulfil the obligations assigned to the Central Unit or the Agency related to the processing of data in the framework of the manual handling of the application files by the Central System specific business applications.
- Develop the business processes and describe the workflows required for the ETIAS Central Unit to function in an optimal way.
- Perform stakeholder, opportunities and gaps analyses and capture business goals and translates to project objectives and create business cases and produce or review the requirements, business processes, workflows and procedure for the other projects of the ETIAS and Interoperability Programme and develop or contribute to the development of policies and procedures. Assess as well requirements of other systems regarding their interoperability with the systems developed within the ETIAS and Interoperability Programme.
